I am commanded by my Lords Commissioners of the
Admiralty to acquaint you that they have had under
consideration the proposals for the provision of
refuge at Hong-Kong forwarded in your letter No.36969 of the
27th October last, and that, after consulting the Naval
Officers in England who are acquainted with the local
conditions of that port, they are of opinion that there
is no objection from an Admiralty point of view to the
revised scheme submitted by Messrs Coode. Son and Matthews
in their letter of the 8th October.

Tt is observed, however, that the earlier plans
provided for a reclamation in the South Eastern corner of
the Harbour which if carried out would have the effect of
outhing off from the water the plots numbered 35 and 36,
which are the property of the Admiralty.
This feature does not form part of the schome of
the 8th October, but my Lords wish to draw the attention of
the Secretary of State for the Colonies to the matter, as
such an extension would be open to objection from an
Admiralty point of view.
The reports of the Consulting Engineers are
returned herewith as requested.
